Not too many hotels actually view onto the Seine, which flows rather low between the quai (at normal levels) and there are highways running alongside ...
You could try:
Hotel du Quai Voltaire
Hotel Eiffel Seine
Whatever Hotel Nikko is called now (I think it%26#39;s a Novotel)

Try some of the smaller hotels ON the Seine, staying on the islands. Hotels are small, and may be your budget. Areas are close enough to walk to Notre Dame, Louvre, and LQ, but area very quiet at night.

If the OP is looking for a view, however, those hotels will not offer that. Most of them are positioned along the main street that runs the length of the Ile but down the middle (between the rest of the buildings). The Henri IV is probably too down-market for someone willing to spend closer to 150e.
I%26#39;m not sure if we%26#39;re talking about a %26#39;view of the Seine%26#39; or just being closer to it, though...

The Citadines St-Germain may have rooms at that price depending on the time of the year you intend to go to Paris.

There are a few hotels with Henri IV in their names, I thought I gave the good one, not true?
It%26#39;s the one on Rue St Jacques in the LQ, not the Ile, Hotel henri IV Rive Gauche.. On the block up from the Seine, I think that hotel has rooms 150 or so.
Anyone stay there?

You might try Le Notre Dame Hotel, on 1 Quai St. Michel. Their posted rates are more than 150€, but they do run specials, and it certainly wouldn%26#39;t hurt to ask. Their rank on TA is 448, and the reviews are mixed, but it definitely has a view, looking directly out onto Notre Dame and les iles.

If you search around the Internet for more information on the hotel, keep in mind that there are several hotels with the same name, with slight variations, so just verify the address.
